Calculates a percentile using the nearest rank method

list: Type: System.Collections.GenericListDecimal
List of numbers to calculate the percentile from
p: Type: SystemDouble
Percentile to calculate, ranging from zero to one

Type: Decimal
Percentile if the list has elements and p is between 0 and 1, otherwise returns zero
